Please, excuse for urgent enquiry but ICOM RUSSIA NEED YOUR HELP AND ADVICE
AS SOON AS POSSIBLE.
In Russia de facto movable art objects of religious meaning (including very
valuable unique icons) currently kept in museums and immovable property of
religious meaning (including ones which have been converted into museums)
have been transferring to the Russian Orthodox Church (ROC) and other
confessions without proper law regulations.
It became known to ICOM Russia that the according law now is under
preparation but museum community is very anxious that museum professionals
have been out the process of discussions and there is a great threat of
damaging the national heritage by quick unbalanced solutions to return to
ROC and to other confessions the property they claim to have for church
functions without strict conditions and rules of application, maintenance,
climate, security, conservation control, research and further public access.
It may easily happen because of the lack of preventive measures and weak
regulations of the process in the case of adoption of "prematurely born"
law - non protective for museum collections and national heritage).
ICOM Russia was asked to prepare by 25 Jan. (!!!) a reference on
international practice including law regulations and practical aspects on
the following:
- positive examples and regulation models of joint (museum and religious
institution) usage and management of the religious objects (movable and
immovable) abroad, including practical and law aspects. Positive aspects of
such models of religious objects joint management.
Could you help ICOM Russia with required information related to your
country?
To whom in your country we need to apply to receive quickly additional
information on such important problem?
