Situación actual del grave problema en torno a Numancia

Transmito con gusto (y disgusto, por los "hechos consumados" que ya van
produciéndose) el comunicado en varios idiomas que me hace llegar la Profª Mª
Jesús Peréx, de la UNED sobre el punto en el que se hallan las cosas en mayo de
2009. Me permito agregar un enlace que recoge también esta campaña gestada en la

Estimados colegas:

Ante el interés mostrado por muchos de vosotros, me permito comunicaros que la
situación actual de Numancia es la siguiente:

1º- El día 25 de marzo se entregó una copia de las 12.000 firmas y adhesiones
para la declaración de Numancia Patrimonio de la Humanidad, en el Palacio de la
Moncloa, sede de la Presidencia de Gobierno. En breve se entregará una segunda
copia en la Presidencia del Gobierno de Castilla y León.

2º- El día 31 de marzo, la directora del Dpto. de Historia Antigua de la UNED
intervino ante la Comisión de Peticiones del Parlamento Europeo, en Bruselas, en
torno a la cuestión ?Solicitud de protección para el paisaje natural y cultural
de Soria, Numancia y su entorno?. La Comisión se comprometió a enviar un escrito
al Ministerio de Cultura Español.

3º- Por su parte, ya han dado comienzo las obras de urbanización para la
construcción de 288 viviendas unifamiliares en la ?urbanización de Alto Real?
(Garray, Soria) que afectan directamente el campamento romano de Escipión, que
forma parte del Bien de Interés Cultural (BIC) del Cerco Romano de Numancia.

4º-Igualmente, para la construcción de la Ciudad del Medio Ambiente, ya se ha
procedido a la tala de 3.000 pinos.

5º-Por la vía judicial, está temporalmente suspendido el proceso de expropiación
de los terrenos para la construcción del polígono industrial ?Soria 2?.

The current situation of Numantia is as follows:

1st. On March the 25th we delivered a copy of the 12.000 signatures and
adherences, for the declaration of Numantia as Human Heritage, at the Moncloa
Palace, head office of the Spanish Government Presidency. In a few days, we?ll
present a second copy to the President of Castilla and Leon.

2nd. On March the 31st the director of the Ancient History Department of the
National University in Distance Education (UNED), intervened on the Committee on
Petitions of the European Parliament, in Brussels, about the subject ?Protection
Request of the natural and cultural environment of Soria and Numantia?. The
Commission compromises itself to send a letter to the Spanish Ministry of Culture.

3rd.In the other hand, the works for the urban development at ?Alto Real?
(Garray, Soria) have already begun with 288 houses, which affects directly to
the Roman Camp of Scipio, that belongs to the ?Cerco Romano de Numancia?, that
had been declared ?Good of Cultural Interest? (BIC).

4th. For the construction of the so called City of the Environment, they have
proceeded to fell 3.000 pines.

5th.It is temporarily stopped, because judicial reasons, the process of
expropriation of the area destined to the construction of the industrial estate
?Soria 2?.

La situation actuelle de Numance est la suivante:

1er. Le 25 Mars on a remis une copie des 12.000 signatures et d?adhésions pour
la déclaration de Numance comme Patrimoine de l?Humanité, au Palais de La
Moncloa, siège de la Présidence du Gouvernement Espagnol. Dans quelques jours on
va donner une seconde copie au Prèsident de Castille et Leon.

2ème. Le 31 Mars, la directrice du Département d?Histoire Ancienne de
l?Université Nationale d?Education à Distance (UNED), a présentée devant la
Commission des Pétitions du Parlement Européen, « La demande de protection pour
le paysage naturel et culturel de Soria, Numance, et son environnement ». La
Commission s?est engagée à envoyer un écrit au Ministère Espagnol de Culture.

3ème.Les travaux d?urbanisation pour la construction de 288 maisons à « Alto
Real » ont déjà commencée, et affectent directement le camp romain d?Scipion,
que fait partie du « cerco romano de Numancia », Bien d?Intérêt Culturel (BIC).

4ème. Pour la construction de la Ville de l?Environnement, on a déjà procédé à
l?abattage de 3.000 pins.

5ème. Il est temporairement suspendu, par la voie judiciaire, le processus
d?expropriation des terrains pour la construction de la zone industrielle «
Soria 2 ».

Sehr geehrte Kollegen:

Aufgrund der vielen Anfragen die wir ihrerseits zum Stand der Entwickung der
Situation in Numancia entgegennehmen, möchten wir in den folgenden Punkten den
akutellen Stand des Falles übermitteln:

1º - Am 25 März wurde eine Kopie der Liste mit 12.000 Unterschriften im Palast
der Moncloa, aktueller Regierungssitz, übergeben; die Unterzeichnenten
unterstützten, dass Numancia zum Weltkulturerbe erklährt werde. In Kürze wird
eine weitere Kopie im Regierungssitz von Castilla ?Leon überreicht werden.

2º - Am 31. März hilt die Direktorin des Instituts vor einer Versammlung des
Europarates in Brüssel einen Vortag mit dem Titel: ?Ansuchen für die Erhaltung
der Kulturlandschaft von Soria, Numancia und sein natürliches und kulturelles
Umfeld?. Die Kommision verpflichtete sich ein Unterstüzungsscheiben an die
Spanische Regierung zu senden.

3º - Andererseits haben die Bauarbeiten an der Siedlung, die 288 Haushalte in
Form von Einfamilienhäuser beherbergen und en Namen ?urbanización de Alto Real?
(Garray, Soria) tragen soll, bereits begonnen und beeinträchtigen direkt die
römische Grabungstätte Scipio, welche als Kulturerbe (BIC) des ?Cerco Romano de
Numancia? ausgewiesen ist..

4º- Gleichfalls haben bereits für die Errichtung der Siedlung ?Ciudad del Medio
Ambiente? die Schlägerungen begonnen, 3000 Pinien sind ihnen schon zum Opfer
gefallen.

5º- Was den Gerichtsverlauf der Enteignungen für die Errichtung des vorgesehenen
Industriviertels ?Soria 2? betrifft, so wurde eine zeitweiligen Zurückstellung
erreicht.
